Su Jun, director of the Institute of Intelligent Social Governance at Tsinghua University, said that the report of the 19th National Congress of the Communist Party of China proposed to build a cyber power, a digital China and a smart society. The 14th Five-Year Plan and the Outline of Long-Range Objectives Through the Year 2035 have set up a special section to make important arrangements for “accelerating digital development and building a Digital China”. The National Informationization Development Strategy Outline and the National Informationization Plan for the 14th Five-Year Plan Period have been successively introduced, drawing a grand blueprint for the construction of Digital China and providing a favorable policy environment for the development of informationization.
